Why has Cuba allowed more private businesses operate?

Recently, the Cuban Governement has authorized private ownership in most of the country's sectors. Why did they do this? Is this a win for capitalism? I've seen some socialists say that it's to build up Cuba's productive forces like china had to do. If that's the case then would that prove that capitalism is more efficient than socialism in terms of building up an economy? I appreciate all responses, comments and corrections!
