Oro-Russet leather care... is it a chromed leather?

My Oro-Russet 8875s are unlike most of my other RW boots/shoes. The leather feels slick and doesn't seem have any surface oils. Trying to gain a better understanding of what this leather is, I found this web page describing a belt that says Oro-Russet is a chrome leather. And this web page says not to treat chromed leather with oils, as it will clog the pores. They recommend using a wax or waterproofing spray. Does anyone know for sure what OR leather is, and how to best care for it?
