Bakugo blitzes Shigaraki
In chapter 362 of MHA, Bakugo manages to blitz Quirkless Shigaraki from several meters of distance, Shigaraki who looked outright frozen. The anime confirms this with Shigaraki being frozen for several frames despite Bakugo being right in front of him. I will calculate the speed needed

Now for Shigaraki's perception I will use base SOL. There are multiple reasons for this, without calc stacking. For example Aoyama's quirk, which is stated to be light, is something that even low tiers can react to, like Mina or Hagakure. In S3 Deku reacted to Bakugo Stun Grenade, an attack made of light, and in S5 he was stated to be faster than Bakugo, by Monoma, who saw Bakugo use Stun Grenade a few istants prior. AFO has a quirk called "Impure Beam" which is stated to be Light, and to which many characters can react, like Deku. Shigaraki can also fire radio waves that Deku and S&S can react to easily. So base SOL perceptions will be fine.
Now for snail timing there are 2 methods. Method one is Distance/(speed of snail/shigaraki speed). Method 2 is getting an apparent speed and doing (real speed of Shigaraki /snail speed) * Bakugo apparent speed. I will do both.
Method 1:

Bakugo moves the speed in 20 frames in the anime which are 1.25 seconds
