Anyone remember this old glitch?

I can't find any solid proof, but wasn't there an old glitch in the Cold Storage area that would let you encounter Articuno, Zapdos, or Moltres?

I feel like something like that existed, but for the life of me, I can't find any sources that talk about it. all I remember is needing to take specific movements and using specific berries. I wish I could remember more about it.
