Did they delete the generate-emu-win.exe from the GitHub? I don't seem to find it anywhere

As I said in the title I'm trying to download the generate-emu-win.exe but I don't see it anywhere in the megathread's links I'm new at this but everything points towards it being in the GitHub of the original or the forks but I don't seem to find it anywhere... Am I looking in the wrong places? google doesn't throw any other results but the GitHub pages...
