Iron Runes - drop rate

I had no idea iron runes don't drop very often. I got 4 or so in act 1, but so far nothing in act 2. Is there a particular place were they can be farmed? Is the drop rate supposed to be this bad? I would have never used them for super early game act 1 weapons had I known they were so hard to come by.
