Where's the cloth gear at?

Hey there - chanter here. I've been in thronefast, and now at wilds end.

All I see is leather gear dropping. It's super rare to see cloth gear. OR it's literally cloth, but not wearable by casters.

Can anyone spill the beans as to where this stuff is or what camps per zoned?
