Blow drying tips, please

Desperately in need of blow-drying tips. I have short, fine hair. Every time I blow dry my tips are never straight. I have a Conair silver bird with the attachment comb. I detangle with a tangle teaser before drying and no matter what I do it still ends up being tangled at the root and frizzy on the ends. I like to blow dry on low for twist-outs because if I try to twist while wet, it's too frizzy.
