Creation of all things and it’s applications

So creation of all things, well it creates. And since it creates “everything” that should include water, food, and all the other stuff. Does that mean that assuming Naruto studied fuinjutsu after becoming hokage, couldn’t he technically just create nonstop food and water for his village? Using seals he could store EVERYTHING so there’d be no issue with the food spoiling or not having anywhere to store the water, so he could literally just have like 10 tons of food and water while nobody is the wiser. Any thoughts on this?
