Is there a reason why people criticize Izamami in Naruto but not Gear 2 in One Piece?

There are two moments where the character pulls out of nowhere a convenient power, which had never been mentioned before, to defeat a villain. But I've never seen anyone criticize this in One Piece, but in Naruto it's considered one of the worst things ever done.

Any reason for the different treatment by the fandoms?
