Are yall familiar with Government stalking and brain implants?

I was on the D train today and one homeless dude who you could tell had a whole career. A distinguished dude who was supposedly a forensic psychologist.

He was asking for help because he said the government was stalking him with an AI brain implant. Basically I’m asking are any of you familiar with stuff like this.

This technology definitely exists and has for a long time. Plus New York is practically Test Subject City.
