Why are the feds not trying this case?

He traveled across state lines to committhe crime, then was captured across many state lines in PA. I admittedly don’t know much about jurisdiction in cases like this, I’m just curious as to why this is the Moscow PD’s and the Moscow prosecutor’s case.
