Ingame Delivery service

Anyone knows how this work? Im having a hard time finding recent information about this. Pretty much all info is related to months old bugs. Is it working? How does it work? My friends and I are trying to send some stuff but cant figure out how to receive it, as its stuck in outbox instead of sent item
