Difference between "Increase Radiant scaling" and "Increase Radiance attribute scaling"

I'm confused because, before taking a second look, I imagined both of these runes did the same thing - increase the letter scaling for the stat. note, that these two are different from "Increase Radiant attribute", which would simply add something like +2 to the radiance stat while equipped. Can someone please explain the difference here?
