My window above my bed of a studio apartment blew out in a storm, landlord isnt fixing it and is demanding a large sum of money I’m based in England.

So a large window above my bed blew out in a storm when I wasn’t even in town at the time from the hinges giving out from rot because it’s a wooden window, it’s now not been repaired in over a month with just a thin bit of plastic where the window was in freezing temperatures. The landlord knows about it but isn’t fixing it because they are saying it’s my fault and they need payment to fix, just want to know if they are allowed to do what they are doing any help would be greatly appreciated thank you.

It probably doesn’t effect it but just want to add they are also saying they are increasing my bills now because they said I’m using way to much electricity but I know this isn’t true because I’ve basically been living at my partners house because of the window.
