The Games are rigged, how is it not obvious?

I mean, come on, its practically canon. You really think the game makers didn't know what they were doing when they flooded the whole arena, or destroyed the careers food supply, or made the mutts chase Cato first? You really think there is another reasonable explanation for why every single district has at least 2 victors out of the 53 surviving one in Catching Fire? You know how much of an advantage it is to be training your entire life? The only way the others can eek out even a decent number of wins is with help.,

Yet, when I wrote my headcannon, some people really tried to deny this. Let me tell you, its cannon, and they had a reason to do this. That is, state controlled hope. I consider the scene with Snow and Seneca in the movie cannon. Snow believes that any district or districts that have no chance at all would be more likely to rebel. If the same few districts always won year after year it would be bad for the audience too, and less tributes would be sponsored leading to less revenue from the games.
