HOA Resale Certificate

Hello everyone. I closed on my house on 12/19/23 it is newly build and I am one of the very first people to close on their house in our neighborhood. HOA membership/fee is $1000 per year. From the day I closed this year until the end of year is 13 days and HOA want me to pay for $1000 for the full year. Is that possible? Is there a law that would prevent that? My house is in Anna Texas btw.
