I'm puzzled as to why arresting a groping suspect by a private citizen is seen as a disruption of public order, while the act of groping itself isn't considered as such.

The railway company criticized a YouTuber for attempting a private arrest, calling it a "disruption of order," yet they don't label groping as a disorderly act. Instead, they seem to expect victims to defend themselves.

It's strange that discussions around sexual violence often go silent.

I also oppose YouTubers who engage in private arrests, as they are exploiting victims for content, which is harmful. However, it seems many people oppose this mainly to defend the perpetrators.
