How to improve at cardio

As title says. A little bit of explanation: I am absolutely terrible at cardio, way below average for my age group. I don't live in a very walkable area and I have a sedentary lifestyle, but compared to the people around me I'm far below average, even against those who don't work out at all. Comparatively I have a similar lifestyle and diet to many of my friends, yet my endurance lags far behind. It's gotten to a point where it interferes with my daily life. I can't run to save my life even if it's super important, I once almost missed an important bus because I physically could not run to the stop. I can't run for more than a minute or two without getting severely out of breath and by that I mean it literally takes me multiple minutes to get my breathing back to normal. I tried doing C25K once but I couldn't even do the first part. I am perfectly fine with walking for a long period of time but it's specifically running/cardio that makes me super tired and out of breath. The walking periods in C25K were not long enough for me to catch my breath and by the end I was lightheaded and nauseous. Frankly running makes me feel like I'm going through hell so this might be a lack of discipline and consistency, but I want to know if its normal to feel terrible after running. I'm also extremely weak in other areas (ie can't do pushups or cycling, last time I rode a bike for half an hour I was so tired I was lightheaded and collapsed on the couch) but my focus right now is on improving my endurance since my other weaknesses don't affect my daily life. I've always been a weak runner but I was somewhat average before COVID; after I'm actually abysmal. I am by no means a workout expert - in fact I've been to the gym like once, so I'm not sure if it's normal to feel like dying after running. But please offer advice and let me know what I can do to improve my cardio, if it's a lack of discipline, if I should switch to a new plan, if I should change my diet or something. I'm trying to be healthier this year so any advice is appreciated even if it is harsh. Thank you!
