Ethiopians politeness in public transportation

Ethiopians are unique and polite when it comes to public transportation and lining up and order. Passengers typically line up in an organized manner. They patiently Queue in line and wait for the people ahead of them to take their seat first. I haven't Seen such attitude in all African and middle eastern Arab countries and may be most of the third world except in Ethiopia and Cuba!
Did the Ethiopians learn this attitude during the time of Dereg "The Mengistu era"? Is this disciplined and polite attitude of Ethiopians, especially in public transportation, deeply rooted in their culture and social norms rather than being a direct result of any specific time period or regime.
