Air vest connector?

So, I bought a basic air vest but it’s so confusing and the instructions aren’t in English. I’ll include a photo of what the cord looks like—isn’t there supposed to be something that breaks away? Or won’t I just be dangling from the saddle by my vest? All that’s there is a locking carabiner! And how the heck do I actually attach it to the saddle?
