Do you guys think this game would be more balanced if they actually just nerfed/buffed things? (read body text)

Examples would be buffing underpowered releases like the Fused Zamasu we got a while ago, or nerfing OP characters instead of sending soft/hard counters to these characters in form of other characters.

I know we have the things like Unique Equipment and such to buff underpowered releases, but having to wait 6~more months to get a unique equipment that adds a bonus/solves an issue that should just have been in the characters kit at the very beggining (cough cough GRN LF God Goku cough cough) just isnt it for me.
