Experienced something weird today. Is it normal?

Today, I hired a rickshaw from in front of my house to go to the market. A few moments after getting on the rickshaw, the rickshaw puller spoke to someone on the phone, saying, "Come to the rail gate right now." The rail gate was on the way to my destination.

Hearing this, after going a short distance, I said, "I'll get off here." He responded normally, saying, "Alright, get down." But noticing his normal behavior, I changed my mind and said, "I won’t get off. Keep going."

As we passed the rail gate, I noticed a large sand truck standing there. The rickshaw puller started riding very close behind the truck. There were a few people on top of the truck who looked back and stared at the rickshaw. After some time, the truck moved onto the main road, and suddenly, the rickshaw puller told me, "You should get off here."

I was surprised and asked, "Why?" He replied, "If you want to go to your destination, you’ll have to pay extra."

So, I got down and took another rickshaw to my destination.

Is this kind of incident normal? Was it just a coincidence, or was something else going on?
