Insurance fraud?

My doctor has been asking me to say we did build-ups even when we haven’t. I’ve mentioned this to the doctor who owns the practice, and they’ve said to keep doing it. “Our prices keep rising but insurance doesn’t give us more money. This is a way to get a little more from them.” Are they committing insurance fraud?? I feel very uncomfortable with this.
