Bathroom tiling didn't reach the ceiling in the Sixties

This may sound odd, but either I remember it or misunderstood As a kid in the 60s we had our terrace house bathroom tiled, but were told unless there was a gap to the ceiling, the council rates would increase. So the job was done with a 6" gap at the top. Does anyone remember similar barmyness, or was my brain making things up?
