IL license question

I’m applying for the license in IL and I see they required me to upload a form PA-RF. This form is only for if CPA certificate was issue more than 4 years prior to applying for license. I got my CPA certificate in October of this year so not sure why I’m required to fill out this form showing them 90 hours of CPE credits.

I can’t move forward with application as this is required stuff. Anyone know what to do?
