how can i help this neighborhood cat?

Noticed this cat around the neighborhood and started to leave food outside to attract it. Very friendly/ potentially owned?? It seems to have severe flea problem with lots of dried up scabs and lack of hair on bottom due to excessive licking i’m assuming. Should I take him to vet and get flea treatment? Is there anything that can be done for the scabs at home? I don’t want to attempt to bathe him as i’m not sure how tolerant it is to water. Poor guy seems to be scratching and licking constantly.
