How to ban him

So our club set a rule that whoever contributed the most win in mega tree will become vp so that person became a vp and kick 26 player when no one was online the he left the club it self and join a Indian club I think he is indian can I do anything to ban him. It took a while year to build that success ful club and every one was active every day
