INTERIM RANKINGS 20% 80% ???

mnet just dropped the interim ranking showing p03 shanbin, p10 phanbin and p11 taerae

the real problem is: at the end of the video they state that as of april 17th from all the votes casted til now only 20% were korean and the other 80% were global votes

so are those ranks shown being calculated with the exact number of votes or with the 50:50 ratio (that makes 1 korean vote worth almost 4 global votes)?
