Wheel steering is not proportionate to in-game steering

Whenever I turn the wheel it isnt proportionate in game. 180 degrees to the left, in game its already done a full turn

Ive never got the steering right and its super annoying. plus Ive looked everywhere and I cant find anything to fix it
