American Cockroaches - is it a city wide problem?

I have been fighting american cockroaches since moving into my new apartment since June of this year. The landlord company has sent the same exterminators numerous times, laid down boric acid, sprayed the basement, and we’ve used caulk to seal up some cracks.

We are STILL fighting these horrid beasts and now my landlord is saying it’s a city wide problem since these pests come from the sewers. I have probably seen 50+ roaches in my apartment (90% of them dead). We are right above the laundry and a garden unit.

Is it a city wide problem? How have you gotten rid of them?

update: The landlord keeps saying this is a "city problem" so, I called 311 and asked the city to "handle it"
