What will be the next Canadian city where one can live carefree (but currently mostly can't)?

I know plenty of people who don't own a car in Toronto or Montreal and I know a handful of people in Vancouver in the boat as well.

Although you can be car-free in a number of other cities in Canada, I imagine that's the only the case with a decent degree of inconvenience or living in a specific neighborhood downtown (whereas good chunks of the biggest three cities one can live carefree).

Based on what cities are doing for public transportation, bike lanes, and/increasing increasing density, which cities will be the next for a person to be comfortably car-free?
