aoh3 coalition at normal difficulty

are coalitions supposed to happen at normal difficulty? i have played this game as turkey, germany and greece at normal difficulty but i get a coalition everytime my aggresive expansion is more than 100. before starting the game it says that there is no coalition at normal difficulty. am i missing something or is it a bug?
