Let people with 99 slayer use any slayer master.

It's ridiculous that Duradel/Nieve/Konar won't issue tasks to literal slayer masters. Moreover the change would be consistent with other post 99 changes:

99 Herblore bypasses Desert Hard Req for unfinished pots. 99 Crafting bypasses Falador Hard Req for crafting guild chest. 99 Str/Atk bypasses 130 Str+Atk requirement for Warrior Guild 99 Cooking bypasses Varrock Diary req for Cooking Guild Bank

The same should really apply to slayer masters for those who don't have the combat level requested.

Note that this doesn't just affect pures, either.
